According to the representative of the Economic Expert Group, Alexandra Suslina, such statements are mostly populism. “They like very much to appeal to the European experience, they say, they have high stakes. But they have a completely different standard of living and different relations between the authorities and society, ”she said and added that there are not so many rich people in the country to collect a significant amount from their taxes to the budget.
Nikolay Tyutyuryukov, an independent tax expert, Doctor of Economics, also criticized Aksakov's proposal. In his opinion, introducing a tax of 35 percent when the country is trying to get out of the pandemic crisis is the wrong tactic.
Earlier, in a conversation with Ura.ru, Aksakov said that Russia should introduce a progressive taxation scale of up to 35 percent … “Conventionally, from 5 to 7.5 million rubles a year, then 7.5 to 10, from 10 to 12.5, or up to 15 and so on, increase the income tax step by step,” he noted.
Moreover, this is not the first time the parliamentarian has been promoting his idea. In the summer of 2021, he already called for a significant increase in personal income taxes (PIT) for the rich. According to him, raising taxes for wealthy Russians will allow the state to allocate more funds to help those in need. “I have no idea where those who receive, conventionally, a million dollars or more, are putting money, so this is money that will help a lot,” said Aksakov.
A progressive taxation scale has been in effect in Russia since 2021. The increased – 15 percent instead of 13 – personal income tax rate is paid by people whose income exceeds five million rubles a year, but only from the amount of excess.
