The entrepreneur also added that his company has built the Russian Far Eastern Federal University (FEFU) on the island. At the moment, Agalarov is negotiating the construction of a residential area there. “Perhaps we will take this project on a shared participation: we will receive project financing, build it, sell it, and transfer part of this project to Dom.RF. This is called a project for a share, “said Agalarov.

The government's plans to build a new city in the Far East near Vladivostok in August were told by the head of the Ministry for the Development of the Russian Far East, Alexei Chekunkov. It will be able to settle 300 thousand inhabitants, as a possible name of the city they chose “Sputnik”.
