According to the diplomat, during a meeting of the governing council of the European Defense Agency, it is planned to approve a mandate for negotiations on administrative regulations so that the United States can participate in these projects. “This will open the door to launch a dialogue on defense and security. This was the condition of the United States, and I expect the ministers to agree on the launch of negotiations, “he said.

Thus, the United States will have access to participation in projects of the European policy of permanent structured defense partnership (PESCO). They include plans to create new weapons, defense equipment, and the development of common capabilities in cyberspace. Borrell stressed that the issue of Russia's aggressive actions near its borders is not on the agenda, but it will be discussed during a working lunch.

On November 7, it was reported that the United States appealed to the European External Action Service and a number of EU states due to the increase in the Russian military near the border with Ukraine, which was previously announced in Washington. A spokesman for the US Embassy in Berlin declined to disclose details of diplomatic contacts, but emphasized US support for Ukraine's sovereignty.
