VSK of the Verkhovna Rada: the cause of the “Ilovaisk tragedy” was the improper organization of defense 
in August 2014, there were miscalculations in the organization of the country's defense. This statement was made by the Temporary Investigative Commission (VSK) of the Verkhovna Rada in an interim report on the investigation of the events near Ilovaisk.
According to the commission, a number of factors influenced the course of events. Among them, the deputies highlighted the refusal of the authorities to impose martial law, which led to chaos in military management, as well as erroneous personnel decisions and actions of the political and military leadership. Another mistake was the failure of the political and military leadership of the country to take measures to unblock the Ilovaisk grouping of the Ukrainian military and organize a corridor for their withdrawal from the encirclement.
