Published texts of draft laws on QR codes on planes and trains Russia. Amendments to the Federal Law “On the Sanitary and Epidemiological Welfare of the Population” and to Article 107 of the Air Code of the Russian Federation and the Federal Law “Charter of Railway Transport of the Russian Federation” were published on the website of the system for ensuring legislative activity.
The first document assumes mandatory presentation of a QR code when visiting public places. The heads of regions will determine their list.
“The bill was developed in order to create equal access for citizens to events and facilities when restrictive measures are introduced by the executive authorities of the constituent entities of the Russian Federation,” the explanatory note to the document says.
It is noted that the bill will not regulate the operation of public transport , pharmacies, grocery stores and convenience stores. According to the document, after February 1, QR codes with a negative PCR test will be issued only to Russians with a medical withdrawal from vaccination.
The second document proposes to supplement the Air Code of Russia and the Federal Law of January 10, 2003 No. 18-FZ “Charter of Railway Transport of the Russian Federation” with norms that provide for the regulation of the procedure for the provision of transport services to citizens during the spread of COVID-19.
“The bill proposes to establish, from the date determined by the decision of the Government of the Russian Federation, the procedure for admitting citizens to the services of aviation and railway transport if there is documentation confirming the presence of a preventive vaccination against a new coronavirus infection, a medical contraindication to a preventive vaccination and (or) a previous illness of a new coronavirus infection “, – says the explanatory note to the documents.
There are no dates for the start of sales of tickets for trains and airplanes under the new rules.
