Russian base jumper who hid for three years was arrested for fraud

A veteran of Russian base jumping arrested for fraud worth 7 million rubles seven million rubles with customs duties when bringing the aircraft into the country. This was reported to “Lente.ru” on Friday, November 12, in the press service of the Western Interregional Investigative Directorate for Transport of the Investigative Committee of Russia (TFR).

According to the investigation, a well-known paratrooper and former co-owner of the Bolshoye Gryzlovo airfield hid for more than three years. In 2017, he transferred through an intermediary to an official of the Federal Air Transport Agency 100 thousand for a certain document.

This document would later save 6.9 million rubles on customs payments for the import of a rare New Zealand aircraft PAC- 750XL in modification for sport parachute landing. In Russia, there is a system of privileges for the import of passenger aircraft – such privileges ensure the development of regional aviation, facilitating material costs for legal carriers.

However, the scam was not brought to an end – the security forces intervened. The bribe-receiver and the intermediary were detained immediately, and the co-owner of the airfield was hiding for several years.

Now they managed to catch him, he was arrested. According to a law enforcement source, this is Dmitry Kiselev. He is considered the pioneer of Russian base jumping and a very experienced skydiver. The PAC-750XL aircraft was supposed to significantly increase the profitability of the business, as it accommodated eight pairs of “instructor + parachutist”. But customs exemptions do not apply to this type of aircraft.
