The State Duma: the status of townhouses and duplexes will determine the concept of “block building” a new type of housing will appear. The concept will clarify the legal status of townhouses, lanehouses and duplexes, according to the website of the lower house of parliament.
The amendments relate to the Urban Development and Housing Codes. According to the Chairman of the State Duma Viacheslav Volodin, at the moment the housing stock includes only three types of objects: a residential building, an apartment and a room. However, the increasingly popular townhouses, lanehouses, duplexes and other block buildings do not have a clear legal status. As a result, owners often have to determine the status of a building through a court of law.
In the bill, the authorities propose to introduce the concept of a “block house” as a type of residential building. The measure does not imply that such objects will be included in the regional program for capital repairs, “since, in accordance with housing legislation, residential buildings are not subject to inclusion in it.”
In November 2020, the authorities discussed the issue of legal status apartments. Deputy Minister of Construction and Housing and Public Utilities Nikita Stasishin announced the need to determine the status of finished objects, and then prohibit the construction of similar ones. Later it became known that the apartments are recognized as housing if the necessary conditions for a safe stay are created in them.
