The discussion is scheduled to begin after the elections to the House of Councilors (the upper house of the Japanese parliament), which will take place in the summer of 2022.

According to the leader of the Liberal Democratic Party, Prime Minister of Japan Fumio Kishida, voter approval for such changes was obtained in the October elections to the House of Representatives (lower house of parliament). Then the Liberal Democrats received an absolute majority of seats in the representative body.

Kishida himself has repeatedly called for consideration of the possibility of striking enemy military bases, noting the development of the combat potential of neighboring countries. In particular, the armed forces of a potential adversary are developing hypersonic missiles and missiles with variable flight paths. At the same time, Japan itself does not have long-range ballistic or cruise missiles.

In October, Japanese Defense Minister Nobuo Kishi said that the war could begin with enemy information attacks, which initially go unnoticed by the target of aggression. The Defense Minister called on Japanese allies to improve cybersecurity tools, arguing that Russia, China and the DPRK “have not only missiles, but also advanced technologies.”
