The Ministry of Digital Development has changed the procedure for transmitting data on conversations of subscribers by Roskomnadzor. Kommersant writes about this.
According to the law on combating gray SIM cards, which came into force in October, operators had to automatically transfer all billing to Roskomnadzor. Now we are talking about data requested by the service, some of which is transmitted only by a court decision. Roskomnadzor will be able to request data on calls, data transmission, the location of subscribers relative to the nearest base stations.
Experts interviewed by the publication indicated that even in an abbreviated form, the department will receive more powers than the special services. According to estimates, the new regulation could cost operators 0.4 percent of annual revenues.
The fact that Roskomnadzor wanted to receive passport data of all subscribers in Russia and all the details of calls was reported on March 17. The plans were mentioned in the draft decree of the Russian government, developed to combat “gray” SIM cards, which are distributed free of charge in crowded places. They are issued to legal organizations and individual entrepreneurs and are used for fraud. Swindlers purchase such SIM cards using someone else's passports, which “creates obstacles in the conduct of operational investigative actions, as it makes it difficult to identify the subscriber.”
The department had previously assured that they would not ask for details of calls for all subscribers. To operate, Roskomnadzor will only need data for the last two to three weeks and only about those Russians who have registered at least 10 SIM cards. At the same time, the representative of the regulator assured that immediately after the verification, the data will be deleted, and the employees of the department will not have access to the content of conversations or correspondence.
