He explained that informing the population by means of short SMS-messages is not the primary method of informing the public as the “highest message delivery time to the end-user and a minimum percentage of population coverage in terms of capabilities of mobile operator”.
In the MOE added that the warning from the Central Department of Hydrometeorology received 29 may. The forecast corresponds to the so-called yellow danger level of Roshydromet, in which the “possible adverse effects in the form of rain, thunderstorms, wind gusts”. The Ministry stressed that this information was promptly reported to the authorities.
In the MOE noted that in accordance with the yellow danger level, the world should prepare for “the usual for this area of adverse weather events, which at times may create a threat to certain types of socio-economic activities”, such as a power outage.
