Russia can conduct large-scale administrative Amnesty that would apply to the drivers deprived of their rights, violators of economic or immigration laws, and the rules of holding rallies. According to the head of the presidential Council of Russia on human rights Mikhail Fedotov, the offer is timed to the 100th anniversary of the October revolution. About this newspaper “Kommersant”.

According to Fedotov, the Amnesty, which applies to people who have committed an administrative offense, not a crime, can spread to millions of people.

“Our Code of administrative offences provides for a possibility of exemption from punishment in connection with Amnesty, but such amnesties in our history yet was not” – said the head of the HRC.

He noted that his proposal is “absolutely groundbreaking.”

“I think it would be very nice if the President made such an initiative,” added Fedotov.

A note with the concept of Amnesty has been that the first Deputy head of presidential administration Sergey Kiriyenko. According to Fedotov, the HRC is ready to create a draft resolution.
