In the state Duma a bill on regulating the work of the messengers

Moscow. May 24. INTERFAX.RU IN the state Duma introduced a bill regulating the activities of messengers and providing for mandatory identification of users.
The initiative is placed on Wednesday in base of legislative activities of the Parliament. It was sponsored by the Deputy Chairman of the Duma Committee on information policy, information technologies and communications of the Marina Mukabenova (“United Russia”) and Alexander Yushchenko (CPRF), and a member of the state Duma Committee on economic policy Oleg Nikolaev (“Fair Russia”).
The bill introduces the concept of “messenger”, and also prescribes the charges for such services. The bill, in particular, holds the “organizer instant messaging” duty to ensure the transmission of electronic messages only to those users identified in the order established by the government of the Russian Federation.
In addition, the project is proposed for user authentication using the subscriber number on the basis of agreement about the identification, concluded by the organizer of instant messaging with the operator.
Along with the responsibilities of identification, the messengers entrusted with the obligation to ensure the technical capabilities of the waiver users from receiving electronic communications from other users.
According to the explanatory note, the messenger is also required to enable the sending of electronic messages by the initiative of public authorities.
Organizer instant messaging, in addition, obliged to limit the distribution and transmission of messages, containing information disseminated in violation of the requirements of the legislation of the Russian Federation.
This, in particular, can be considered a call for participation in unauthorized street protests, has informed “Interfax” one of the authors of the draft law.
In the event of default by the messenger of the requirements of an authorized Federal Executive authority on the limitation of the mailing list, publications, the bill provides the ability to restrict operator access to this service on the basis of the decision of the authorized Federal Executive body, adopted on the basis of an enforceable court decision.
The law in the case of adoption should enter into force on 1 January 2018. The document prescribes that the organizers of the im to 1 January 2018 are required to bring their activities into compliance with the requirements provided for in the draft law.
