In a press-service of the Ministry of health, “Interfax” explained the difference in the data of the head of Department Veronika Skvortsova and the head of the Federal scientific and methodological center for prevention and fight against AIDS Vadim Pokrovsky.

According to the representative of the Ministry of health, Mr. Pokrovsky cited the results of the epidemiological monitoring carried out research Institute of epidemiology of Rospotrebnadzor on the basis of positive laboratory tests for HIV, not statistical data on morbidity.

Yesterday the head of the Ministry of health announced a reduction of 15% of new cases of HIV infection. According to her, in 2016 was recorded, representing 86.8 thousand cases of infection. In turn, academician Vadim Pokrovsky said that in 2016, the number infected with HIV in Russia increased by 5.3%, and said about 103.5 thousand new cases of HIV infection.

“Laboratory monitoring is much less precise tool that does not involve such a degree of personalization of information regarding the identified cases. For example, one and the same person tested for HIV and received a positive result at several institutions, is fixed in the monitoring as a number of individual cases, which is not in official statistical information”, — said the press service, adding that the incidence reflects the number of persons with an established diagnosis, not the number of laboratory tests.

We will remind, the Russian government approved the rules of conducting Federal registers of patients with HIV and tuberculosis. Federal registers of persons infected with tuberculosis and HIV, shall become fully effective not later than July 1, 2017.
