The government submitted to the state Duma a bill on telemedicine
MOSCOW, may 14 — RIA Novosti. The government submitted to the state Duma a bill on telemedicine, which, in particular, provides the possibility of providing medical care with the use of telemedicine technologies, through consultation and counseling, as well as extract e-prescriptions.
“The bill is aimed at creating a legal framework for the use of information and telecommunication technologies in the sphere of health protection of citizens”, — stated in the explanatory Memorandum.
The document provides for the creation of a Unified state information system in healthcare, is determined by its operator, the composition processed her information, the legal basis for its functioning and information interaction with other information systems, as well as suppliers and users of information, stated in the explanatory note to the bill.
With the use of telemedicine technologies
The procedure of organization and holding of consultations and councils with the use of telemedicine technologies, as well as the rules of identification of participants of remote communications are approved by the authorized Federal body of Executive power.
In order to identify the participants plan to use a single system of identification and authentication, and information exchange — implement using a single system of interagency electronic interaction, stated in the explanatory Memorandum.
“The use of consultation with the use of telemedicine technologies is a right of both Clinician and patient and does not restrict patients in their right to receive medical care in person,” — noted in the government.
Electronic prescriptions
The bill provides for the issuance of prescriptions for medications, including those containing narcotic drugs or psychotropic substances, and prescriptions for medical products in the form of electronic document.
The government believes that this will significantly streamline the procedure of issuing these documents and simplify the procedure of obtaining essential drugs.
The right choice of the patient prescription form is not limited. At the request of the patient, he still may receive the original paper prescription with the doctor’s signature that it receives directly to the doctor’s office, and a certificate issued for the medicinal product in the attached pharmacy, stated in the explanatory Memorandum.
“The recipes created in the form of an electronic document will be sent directly to the pharmacy,” reads the document.
The order of appointment of the medicinal stuff, and the prescription forms in electronic form shall be approved by the Russian Ministry of health similar order prescribing forms and prescription forms on paper.
“The results of the recipes containing appointment of narcotics or psychotropic substances, in the form of electronic documents signed by the strengthened qualified digital signature of the physician (paramedic, midwife) will ensure a strict accounting and control of prescriptions and over-the-counter medicines”, — emphasized in the Cabinet.
The entry into force of this provision of the bill is planned from 1 January 2019
“The bill will improve the quality of medical services and the availability of medical care, including by addressing the most acute problems of access to health services and health infrastructure in General”, — stated in the explanatory Memorandum.
