The basis of the new Internet policy of Russia formed the traditional values
The President of Russia Vladimir Putin adopted a new strategy of information society development up to 2030.
In the “strategy of information society development in Russia for the years 2017-2030” as one of the main principles is “the priority of traditional Russian spiritual and moral values and compliance based on these standards of conduct when using information and communication technologies”.
In published on an official portal of legal information, the document States that “the Russian society is interested in obtaining information corresponding to a high intellectual and cultural level of citizens of Russia”.
The authors note that “shift in perception okrujayuschego of the world, especially the Internet, with scientific, educational and cultural entertainment, with a background formed a new model of perception — the so-called clip thinking”.
A distinctive feature of this trend, the authors believe mass superficial perception of information.
This situation “makes an impact on the views and preferences of people” that “gives an advantage in achieving economic and political goals of those States and organizations, which belong to technologies of dissemination”, — the document says.
Among the objectives of the strategy indicates the establishment of conditions for formation in Russia “society of knowledge”. For the formation of the “information space of knowledge”, according to the authors, it is necessary “to carry out activities in the field of spiritual and moral education of citizens.”
The document also proposes “to create conditions for popularization of Russian culture abroad” to prevent the “distortion and falsification of historical and other facts.”
Among other measures, the strategy prescribes to improve the legislative methods of regulating activities of mass media and Internet television, news aggregators, social networks, Internet sites and instant messengers.
For stable operation of the information infrastructure of the authors of the document propose to replace imported equipment and software to the Russian counterparts. The strategy also envisages the use of domestic encryption when exchanging data to the authorities.
The document comes into force since the signing by the President. Now the government has until October 1, 2017 to approve the implementation plan of the strategy.
The previous strategy for information society development was adopted in 2008. It was valid until 2015.
