MOSCOW, 2 may. /TASS/. A group of senators headed by Chairman of the Federation Council Committee on defense and security Viktor Ozerov introduced to the state Duma a bill that allows you to inform citizens about the necessity to perform military duty, including via e-mail.
“Planned agenda to the citizens in electronic form to the email address specified in the documents of the military account”, — stated in the explanatory note placed in the Duma database. In this case, the summons will be signed with the electronic signature of the military Commissioner or the authorized official of this structure.
According to the developers, in the period of conscription campaigns of 2016, the military are unable to notify on attendance to events associated with military service, more than 110 thousand recruits, accounting for nearly 36% of the number of citizens drafted into the army. “To reduce the number of citizens in that category the bill also proposed to direct the agenda by registered mail with return receipt requested to the address (place of residence or place of stay) stated in their documents of the military account”, — is emphasized in the accompanying materials.
The agenda sent by mail, “shall be considered as handed over on receipt to the date of delivery of registered letters to the citizens or to their authorized representatives in the presence of the acknowledgment of receipt stamp of postal communication about shipping (delivery) by registered letter to the citizen or his authorized representative”.
