The Committee of the state Duma supported the introduction of detention for 15 days and mandatory work for the Mat in the family
MOSCOW, June 22. /TASS/. The state Duma Committee on state construction and legislation recommended on Thursday to accept the first reading of the bill, which tightened administrative responsibility for disorderly conduct, including foul language not only in public places but also in the family.
We are talking about amendments to the Code of administrative offences (Cao), which were introduced by the group of deputies of the faction “United Russia” in 2014. The current version of the administrative code establishes liability for “minor hooliganism, that is a violation of public order expressing clear disrespect for society, accompanied by obscene abuse in public places, offensive molestation to citizens, as well as the destruction or damage of another’s property.”
This wording is proposed to change to “small hooliganism, that is offensive harassment of citizens, foul language or other deliberate actions expressing clear disrespect to the person and (or) society, violating public order and (or) the peace of the citizens, as well as associated with destruction or damage of another’s property”. Thus, in the case of adoption of the initiative, the article disappears, the phrase “in public”.
The punishment for disorderly conduct is proposed to enhance the penalty from 1 thousand to 2 thousand roubles (now from 500 to 1 thousand) or to administrative arrest for up to 15 days, or compulsory work for up to 40 hours. The same actions associated with disobeying the lawful demands of a representative of authority or any other person acting on public order protection or a person preventing breach of public order, it is planned to punish the penalty from 2 thousand to 3 thousand roubles (now from 1 to 2.5 thousand) or administrative arrest for up to 15 days, or by compulsory works for a term up to 50 hours.
A repeat offender will face penalties from 3 thousand to 5 thousand rubles or administrative arrest for up to 15 days, or by compulsory works for a term up to 80 hours. In the current edition of the administrative code rules about repetition in this article no.
The bill seeks to “eliminate existing legal gap that impedes currently bringing to administrative responsibility for actions that violate public order and tranquility of citizens not only in public places but also in residential areas, including those committed on the grounds of family and domestic conflicts,” the authors note in the explanatory Memorandum. According to them, “violations of public order and tranquility of citizens with diverse forms of manifestation, reduce the quality of life of law-abiding citizens, adversely affect the moral relations, education of minors, create a tense atmosphere in the places of residence and stay of citizens, causing a sense of insecurity”.
