The Chairman of the Duma Committee on security Vasily Piskarev has proposed to change the order of application of the moratorium on the death penalty in Russia — to impose the death penalty, but to give respite in its execution. On Thursday, June 8, reports “Interfax”.
“In cases of particularly serious crimes, when suffering a great number of people, when people die from explosions, from terrorist acts to the sentence prescribed punishment, but the punishment was delayed until the appear understand that we need this measure to apply,” said Piskarev.
The Deputy noted that he had participated in the disclosure of the most high-profile terrorist acts, and understands that such terrible crimes should be punished most severely. Piskarev also expressed confidence that Russia and Europe will eventually come to an understanding of the necessity of the death penalty.
In Russia since 1996, a moratorium on the death penalty and the courts do not render verdicts with the same sentence. The highest punishment is life imprisonment. The moratorium expired on 1 January 2010, but in November 2009 the Russian constitutional court extended it until the moment when the state Duma ratified the Protocol to abolish the death penalty.
In October 2015, the Ministry of justice said that returning to the Russian criminal legislation punishment in the form of the death penalty, including against terrorists, it is impossible.
