The ECHR awarded 52 thousand euros to Nizhny Novgorod citizen Mursky after torture and threats in the police 52 thousand euros after the trial of torture in the police department. Russian Leonid Mursky appealed to the lawyers of the “Committee against Torture” on March 19, 2015. He said that on March 17, 2015, at the entrance of his house, he was detained by the police. The man was taken to the department and demanded that he confess to selling drugs. According to Mursky, they put him on a chair and hit him in the face with the words “such a creature as you should sit on the floor, has not yet deserved to sit on a chair.” Then they beat him on the body and limbs, threatening to take him to the Rowing Canal and drown him if he did not agree to write a confession under dictation.
The victim was diagnosed with a concussion, bruises, abrasions, bruises. Subsequently, the man was sentenced under Article 228 of the Criminal Code of the Russian Federation (“Illegal production and sale of drugs on a large scale”) for 4.5 years.
The lawyers of the “Committee against Torture” appealed to the Investigative Committee of Russia six times with a request to initiate a criminal the case on the fact of torture, however, was refused.
As a result, the torture case was opened only in May 2019. Subsequently, former police officers Sergei Lebedev, Nikolai Atamashko and Alexei Khrulev were sentenced to prison terms for extorting confessions. Atamashko and Khrulev were sentenced to 2.5 years in prison, and Lebedev – two years probation.
