The state Duma adopted a law blocking “mirrors” pirate sites
MOSCOW, June 23. /TASS/. The state Duma adopted in the third final reading the draft law on blocking the so-called mirror sites, where repeatedly placed the content with copyright infringement.
It is proposed, in particular, to establish a ban on the creation of sites on the Internet, “similar to the point of confusion with the sites to which access is restricted by decision of the Moscow city court in connection with repeated and improper placement of information containing objects of copyright and (or) related rights, or information required to obtain them”.
The document defines the procedure for restricting access to the “mirrors” pirate sites. In case of receipt from the Federal authorities or holders of discovery information on the Internet copies of blocked sites the Ministry during the day in the procedure established by the government of the Russian Federation, “takes a reasoned decision on the recognition of the site a copy of the blocked site”, sends it in Russian and English to the owner of the mirror, and in Roskomnadzor. According to the law, operators will have within days from the moment of receiving them from the appropriate Roskomnadzor the requirement to restrict access to copies of the blocked website.
In addition, the operators of search engines that distribute Internet advertising, which aims to attract the attention of consumers in the territory of the Russian Federation, will be obliged to stop issuing information about the domain name and the pointers of pages of sites to which access is restricted on the basis of the corresponding decision of Moscow city court, as well as the results of domain name information about pointers and pages of the mirror.
It is planned that the law will come into force on 1 October 2017.
