Giving courts the right to impose the death penalty to terrorists with the postponement of his execution until the lifting of the moratorium on the death penalty is “dysfunctional and meaningless” legal design, says the first Deputy Chairman of the Federation Council Committee on constitutional legislation Alexei Alexandrov.
The head of the Duma Committee on security and combating corruption Vasily Piskarev has previously proposed to give the courts the right to sentence terrorists to death with stay of execution until the abolition of the moratorium on capital punishment. According to him, to implement this proposal and achieve the effect of it would be impossible.
