Administrative Amnesty, in the case of ad in Russia might create an unfair situation where those who in good faith paid the fines, will lose before the debtors; a proposal needs serious and careful study, believes the first Deputy head of the faction “United Russia” Andrei Isayev.
The idea of the Amnesty for the 100th anniversary of the October revolution was expressed by the members of the HRC on Wednesday at a meeting with first Deputy head of presidential administration Sergey Kiriyenko. As said Fedotov RIA Novosti following the meeting, the defenders gave Kiriyenko corresponding concept note. The Chairman of the HRC said that the Council hopes to support this initiative the head of state, human rights activists are ready to prepare a draft resolution for inclusion in the state Duma propose first to extend the Amnesty also to administrative offenses.
“The possibility of such Amnesty is. But it is necessary to observe the principle of fairness: we should not create a situation where those who in good faith paid the fines, will lose out to those who fines not paid”, — Isayev said to journalists on Friday.
He noted that people have different financial situation and different problems. “So the question needs careful consideration,” — said the MP.
