In the state Duma withdrew the bill on electronic agenda recruits

The state Duma Committee on defence has rejected the bill under which the agenda of the military service will be sent to citizens via e-mail provided by them in the documents of the military account, according to the website of the lower house of Parliament.

May 2 a few senators, headed by Victor Ozerov in the Duma introduced the bill.

“In accordance with part 31 of article 107 of the regulations of the State Duma to return the bill to the subject of law of legislative initiative”, — is spoken in the decision of the Committee.

Deputies noted that the decision is accepted in connection with discrepancy of the bill to the requirements of part 3 of article 104 of the Constitution of the Russian Federation (the bills providing expenses, covered at the expense of the Federal budget may be submitted only upon the agreement of the government) and paragraph “d” of part 1 of article 105 of the regulations of the state Duma (there is no conclusion of the government).

In response, the legal Department States that “the implementation of the proposed bill provisions, in our opinion, will result in the need…, including… the procurement of goods, works and services for state needs, the cost of which will be covered at the expense of the Federal budget.”
