The speaker added that he believes the right legislation to stop this practice and did not rule out discussions on this issue in the Federation Council.

Matvienko added that many of the protests are “the result of the fact that we have still not established a dialogue between the authorities and society.”
Speaking about protests in Russia, Matvienko recalled that the citizens ‘ right to expression enshrined in the Constitution. However, she said, “we need to separate the wheat from the chaff.”
