The Committee of the state Duma has approved the harmonization of meetings of deputies with voters

The state Duma Committee on Federal structure and local self-government recommended the lower chamber of the Parliament adopted in first reading a draft law obliging MPs to inform the authorities about the meetings with voters. On Thursday, March 16, reports TASS.

The document was submitted to the lower house of Parliament on 2 February. Its author was a member of the Duma Committee on state construction and law Irina Belykh (“United Russia”), among the co-authors — members of the same faction Magomed Selimkhanov and Irina Guseva.

Legislators propose to regulate the meeting of parliamentarians with citizens, including regional and municipal, in accordance with the law “On meetings, rallies, demonstrations, processions and picketing”. The current legislation does not reglamentary the conduct of such events.

White, commenting on the legislative initiative, said that the document is aimed at ensuring the safety of or violate the rights of citizens. The provisions of the bill, she said, relate to the mass public-political events in the form of rally and processions that are held with the participation of a large number of people in open squares. The document does not apply to gigpark, and also on carrying out of pickets, meetings inside and in adjoining areas.

8 February it was reported that the St. Petersburg authorities have equated the meeting of deputies of city legislative Assembly to rally, their conduct would be consistent with law enforcement.

The adopted amendments were a reaction of the city authorities on last 28 January to protest against the Saint Isaac’s Cathedral Russian Orthodox Church in the campus Martius. The application for the meeting were rejected by the Smolny, so in the end, was organized as a meeting with deputies of the legislative Assembly. Came to her about two thousand citizens.

At the end of 2016, the city Duma adopted a law requiring the Metropolitan and municipal representatives to coordinate meetings with voters at rallies. Without notice of the city authorities can only be meeting.
