Chairman of the state Duma Vyacheslav Volodin interrupted the speech of the Minister of agriculture Alexander Tkachev at an enlarged visiting session of the “United Russia”, when he talked about the government and state structures. On Tuesday, March 14, the correspondent “reports Tapes.ru”.
In his speech, the Minister stated that he had learned “a lot of interesting and useful” by deputies. “You, of course, in the first place, maybe hot, maybe emotionally trying to convey [existing issues] to power, to the state structures”, — said Tkachev. Volodin then interrupted him and stated that “they have the power” (speech, probably, goes about the Parliament — approx. “Of the tape.ru”).
In response, the agriculture Minister explained that, referring to power, meant the Russian government.
The speaker explained: “the Source of authority is the people and the deputies are representatives”. “You are at the village meeting”, — he added. Comment Volodin were met with applause.
According to the Russian Constitution, the only source of power and bearer of sovereignty in the country is its multinational people. He can “exercise their power directly and through bodies of state power and local self-government”, – stated in the basic law.
