The Ministry of labour and social protection has criticized the proposal to replace the system of maternity capital monthly payments for children. On Monday, March 13, reports “Interfax”.
“It will cost much more. We have to see what calculations were made by the deputies. There, in my opinion, some fantastic figures. Some confuse the essence. What is the maternity capital? This stimulation of birth. If we’re talking just about family support, it is other tools,” — said the Minister Maxim Topilin.
Earlier, on 13 March, a member of the Duma Committee on labor, social policy and veterans Affairs Sergei Vostretsov and chair of the National parent Committee Irina Volynets has called for the rejection of the parent capital. Instead, they offered monthly to pay the parents of three thousand roubles for one child, eight for two thousand and 15 thousand for the three children. The authors of the ideas said that the camera is psevdopodagra and people are trying to quickly cash it.
The initiative was criticized in the state Duma and the Federation Council, noting that to abandon the program is not worth it.
The program of the parent capital operates in Russia 2007. Currently the allowance amounts to 453 thousand rubles. Payments are given to families who gave birth or adopted two or more children. Funds can be spent on improving the housing conditions of the family pension to the mother, the child’s education, equipment housing means for children with disabilities, as well as the repayment of the mortgage. The labour Ministry has proposed to extend the program until 2023.
