Belarusian drivers are asked to return equal rights
The state Duma asked the Russian government to solve the problem of the Belarusian drivers have lost the right to manage trucks, buses, and taxi in Russia from 1 June. Restrictions on work for citizens of Belarus is illegal, because the equal rights of Russians and Belarusians enshrined in the Treaty between Russia and Belarus in 1998, she said.
The deputies appeal to Dmitry Medvedev says international treaties take precedence over laws of Russia, Belarusians for work to Russian law is not necessary. “The position of individual Executive bodies (we are talking about MIA.— “B”) requires adjustment, — the document says.— We consider unacceptable and impossible in a distorted interpretation of the legislation and violation of the rights of citizens of the Republic of Belarus. The Plenipotentiary of the government in the state Duma Alexander Sinenko has promised to deputies to consider the appeal of the “complex” and “very carefully”. “It is based on serious issue of relationship between the norms of the international Treaty and national legislation, — he said.— The problem will be discussed at a future meeting of the Union government”.
Note that the next meeting of the Council of Ministers of the Union state will be held June 16 in Saint Petersburg. At the same time Mr. Sinenko noticed that the situation “stems from a Federal law that was passed by the Parliament”.

If Belarusian citizens will be allowed to work in Russia on the transport without the exam in the traffic police, it may partially violate the rights of citizens of Russia, said the chief expert of the National expert Council on preparation and testing of drivers Alexander Lytkin. According to him, there are cases when the drivers with Russian citizenship have the rights gained in other CIS countries (e.g. Kazakhstan): they will need, in contrast to the Belarusians, to learn and to pass on the right for the device to work.
Mr Lytkin also noted that the certificate issued by the traffic police of Belarus, do not conform to the requirements laid down in the Vienna Convention on road traffic: the Belarusian side is supposed to change the appearance of documents.
