Economist Belyaev: fraud will not disappear because the share of the population is prone to adventures 
Mikhail Belyaev named in a conversation with Lenta.ru the reason why financial fraud will never end. In his opinion, scammers will not disappear, because a certain proportion of the population will always be inclined to gamble.
“Why do scammers call? Because there is such a stable figure – in any country, in any society, regardless of the development of the country, traditions, economy, development of the banking system, four to six percent of the population, in principle, is prone to adventurous behavior. They are ready to engage in extreme sports, participate in a mercenary army, including getting involved in these financial schemes, “Belyaev said. Therefore, financial pyramids and other methods of fraud are and will always be, the economist believes, and fraudsters in most cases do not even invent any new ways to lure out money.
Earlier it became known about the Central Bank's proposal to simplify the procedure for returning funds to victims from fraudulent transactions. According to the regulator, in the third quarter of 2021, fraudsters stole more than 3.2 billion rubles from clients of Russian banks, which is 18.5 percent more than a year ago. At the same time, banks returned to clients only 7.7 percent of the stolen funds, that is, less than 250 million rubles.
