The collection of applications from pharmacies to provide Muscovites with preferential medicines has begun

Moscow pharmacies will become participants in the project to provide patients with preferential medicines

In Moscow, the collection of applications from commercial pharmacies for participation in a pilot project to provide patients with drugs on preferential prescriptions with a QR code has begun. To participate in a project that meets the requirements, a pharmacy must conclude an agreement with the Department of Health of the capital. In addition, the organization must be connected to the Unified Medical Information and Analytical System (UMIAS). Anastasia Rakova, Deputy Mayor of Moscow for Social Development, spoke about this.

“The collection of applications from commercial pharmacies for participation in a pilot project to provide Muscovites over 18, who are regional beneficiaries, with free medicines on electronic prescriptions with a QR code, has started in Moscow. To participate in the project, a pharmacy must conclude an agreement with Dezdrav, be connected to UMIAS, and also meet a number of requirements. The possibility of dispensing medicines by commercial pharmacies using electronic prescriptions in Moscow appeared in February of this year, which greatly simplified the use and receipt of medicines at full cost for citizens: an electronic prescription is always at hand in a smartphone, it will not be lost, not torn or damaged. This service turned out to be convenient for pharmacies as well, since counterfeiting of prescriptions, repeated dispensing of drugs according to the same prescription is excluded, accounting and analysis of prescribed drugs is simplified. There are 700 thousand people in the city who receive preferential drugs prescribed by doctors free of charge, so this is a good opportunity for participants in the retail drug market to increase turnover and attract new customers. This will allow Muscovites to receive free medicines not only at the pharmacies of polyclinics, but also at the nearest pharmacy, if she becomes a participant in the project, ”the deputy mayor said.

The procedure for participating in the program of preferential drug provision using electronic prescriptions is as transparent as possible and does not take much time. All potential project participants – commercial pharmacies must be connected to the UMIAS system and be able to sell prescription drugs at full cost.

Among the main requirements for participation in the project for candidates-pharmacies are the availability of a Moscow license for pharmaceutical activities, the absence of problems with the law, in particular, inspections for violations of current legislation, administrative or criminal cases, bankruptcy procedures, etc.

In addition, a pharmacy or pharmacy chain must be a Russian legal entity, or in its authorized capital the share of a foreign participant registered in the territories with preferential taxation established by the Ministry of Finance of Russia must not exceed 50 percent. Also, state or municipal authorities should not be among the founders.

In the future, the project participant will also need to fulfill a number of conditions. In particular, the pharmacy participating in the project will need to ensure daily availability of drugs within the List of Medicines Dispensed by Electronic Prescriptions and the transfer of information about this to UMIAS. You will also need to issue them on the day of application, and, if it is technically possible for remote dispensing, to provide online ordering and delivery of medicines to their recipient.

You can get acquainted with more detailed information on the terms of participation in the project on the website of the Moscow Department of Health. To receive a free medicine, you will need either an electronic prescription with a QR code on the phone screen, or a coupon printed at the clinic's information kiosk with a prescription QR code – therefore, the patient no longer needs to present the printed prescription. For those patients who are not ready to use a prescription electronically, it is possible to obtain a prescription on a traditional paper form.

The list of commercial pharmacies where it will be possible to get medicines for free will be available to patients on the Dezdrav website, in the electronic medical record in the My Prescriptions section, on the mos.ru portal and the EMIAS.INFO mobile application. If the patient does not have the opportunity to view his electronic medical record online, he can print the information at the information kiosk of the polyclinic.

Payment for the drugs sold to commercial pharmacies will come from the city budget. Pharmacy organizations that want to take part in the project will have the opportunity to integrate with UMIAS to provide patients with medicines on free prescriptions.

Electronic prescriptions are always available online – they are stored digitally in the UMIAS system. A patient can view all valid prescriptions issued to him in his electronic medical record in the My Prescriptions section on the mos.ru portal, in the EMIAS.INFO mobile application, as well as in the information kiosk in the polyclinic.
