The amount of funds allocated by the Russian budget under the federal target program (FTP) “Social and economic development of the Republic of Crimea and the federal city of Sevastopol until 2020” will amount to 736 billion rubles. This was announced on Wednesday by the acting Head of the Republic of Crimea (RK) Sergey Aksenov, who the day before took part in a meeting of the Russian government, where it was discussed.

“The program has been adopted, changes will be made to it by August 1, the total amount of funds reserved for this program is 736 billion rubles until 2020,” Aksenov said.

“This is more in 6-7 times than Ukraine gave us until 2020. This will serve as the key to the successful development of the Republic of Kazakhstan, this is a development budget aimed at the development of infrastructure, education systems, health care, transport infrastructure, '' he noted.

“We have huge potential, we are not talking about our funds, which we can collect here with the help of taxes, this is money allocated by the federal government, including for the bridge across the Kerch Strait,” Aksenov concluded.

At a meeting devoted to discussing the federal target program for the development of Crimea and Sevastopol, Dmitry Medvedev demanded that the final draft of the program be submitted to the government by July 15 or a little later.

Where the money will be spent

The head of government recalled that in this program, firstly, specific steps should be noted to ensure uninterrupted power supply to the peninsula. In particular, we are talking about the construction of our own power plants and the development of networks, as well as the gas transmission system.

The second direction work Medvedev called the development of engineering infrastructure. He mentioned the construction of water treatment plants, solid waste disposal systems, etc.

Another aspect of the FTP should be the improvement of the transport complex. The key point here should be the reorientation of transport corridors towards Russia. The largest projects under the FTP are the construction of a crossing over the Kerch Strait and the reconstruction of the airport. In addition, it is planned to build federal highways and put the railways in order. Medvedev also pointed out the need to create modern checkpoints across the state border.

The fourth direction of the FTP should be a set of measures for the development of communications and mass communications in Crimea and Sevastopol in order to include the peninsula in a single communication space of Russia. This will allow organizing the provision of public services in electronic form.

Medvedev also mentioned the need to modernize the social sphere, build a federal university and form an international education center.

Certain sections of the program, according to the prime minister, should be dedicated to agriculture and tourism development.

At the same time, the Prime Minister pointed out, the total amount of funding for the federal target program is to be clarified, and the expenses on the development of the peninsula should not lead to a reduction in funding for other territories of Russia.

As Russian Deputy Prime Minister Dmitry Kozak told reporters following a meeting with Medvedev , the draft FTP will be finalized by July 20, and the draft law on the Special Economic Zone in Crimea – by August 1.

Paying off wage arrears

According to Aksenov, the federal budget will allocate more than 1.2 billion rubles to pay off the arrears on wages for workers in the military-industrial complex, healthcare, culture and education in the Republic of Crimea.

“Questions of compensation for money in savings accounts with healthcare, culture, and education organizations have been resolved. The Prime Minister instructed the Ministry of Finance to immediately issue almost 1.2 billion rubles, they will be received this week, '' Aksenov said during a meeting of the Council of Ministers of Crimea.

According to him, the federal budget will also pay off wage arrears Crimean enterprises of the military-industrial complex, in particular at the shipyard “ Sea '' (Feodosia) and others in the amount of about 110 million rubles.
