Self-employed are prepared to experiment

Deputies intend to consider a bill to impose a tax special regime for self-employed fall below the corresponding experiment earned in four regions pilot from January 1, 2019. Today at the session of the Duma Committee on budget and taxes, its Chairman Andrey Makarov said that the work on the draft law on the tax for self-employed “really finished”: the document has “worked with all parties — with tax and the Finance Ministry”. The MP said that the law on introduction experiment of such a regime in four Russian regions (Moscow, Moscow region, Tatarstan and Kaluga region) should be in its final form to take until the end of the year, that he earned from January 1, 2019.

As stressed by the MP, the duration of the experiment will be determined in ten years, guaranteeing the permanence of the tax rates and leaving the opportunity for other regions to accede to it at any time.

“If the experiment goes well, then next year will be able to make a decision to, say, a year later make it permanent for the whole country or all could connect to it”, — said Andrey Makarov.

According to earlier sounded plans of the Federal tax service (FNS), the self-employed will be able to pay taxes through a special mobile application without passing references and tax reporting.

With regard to the rates, as said Andrei Makarov, “is now proposed that it will be 4%”.

Last week the Deputy head of the Ministry of Finance Ilya Trunin also talked about the high availability of the bill. About the bet, the Deputy Minister reported that “there are different options, but we will focus on one in the near future,” and added that “most of the proposed leave rates 4% and 6%”.

At the end of August Deputy Prime Minister Tatiana Golikova also spoke of the two rates: for the self-employed who provide services to individuals — 4%, legal entities — 6%.

According to her, the tax will include the insurance contributions for compulsory health insurance, the government will not waive the payment of self-employed insurance old-age pension.

In addition, today Andrey Makarov noted that 50% of tax revenues from the self-employed is proposed to be credited to the regional budget, 50% — in the municipality at the place of registration of the citizen. Previously, “Support of Russia” in a letter to the Ministry of Finance talked about the need for 100% transfer of funds to municipalities to encourage them to increase the number of self-employed on its territory. According to the NRF on 1 August, just in 2017-2018 in Russia was registered in 1839 self-employed.
