The expert described the subjects of the Russian Federation difficult for campaigns of heads of regions
According to political analyst Gleb Kuznetsov, campaign, acting Governor of the Khabarovsk territory, heads of the Amur, Moscow and Kemerovo regions was complicated by various factors.

Not all heads of regions, which is September 9, an election was equally favourable starting conditions: campaign, acting Governor of the Amur region, Vasily Orlov and the head of Khabarovsk territory Vyacheslav Shport was complicated by severe floods, and the head of the Moscow region Andrei Vorobyov had to wage a campaign against the socalled garbage protests. This opinion was expressed on Monday by the head of the expert Council of the Expert Institute of social studies (AISI) Gleb Kuznetsov.
“To say that the gubernatorial elections are held in equal good conditions for all senior officers and the acting, too, is not necessary. For several subjects, such as Amur oblast, Khabarovsk Krai, Transbaikalia [there is an election to the legislative Assembly], an important factor is the emergency situation associated with flooding, all of July, these regions sank” — he said at a round table dedicated to the elections on 9 September.
Natural disasters have a positive impact on the rating authorities, said the analyst. “For regional leaders main job were not work in the elections and meeting with voters, and struggle with the consequences of emergency situations”, — he added.
Kuznetsov drew attention to Kemerovo region, where, after a fire in a shopping centre, “Winter cherry”, which killed 60 people, was replaced by the Governor. The acting head of the region Sergey Tsivileva, according to the expert, now have a hard time.

“In the Moscow region elections were held amid the so-called junk protests. How Vorobyev will be able to reverse the negative trend that emerged for him right after the presidential election, will show next week,” said Kuznetsov.
The political scientist is sure that a single day of voting in 2018 is “not as predictable as we used to see compared to previous years.” He concluded that “there are a variety of sensation, the power ratings are not the maximum”.Confident solving problems
In turn, political scientist Oleg Matveychev noted that the conditions of participation in the upcoming gubernatorial election, some candidates were very different. “Some governors or acting governors were positive conditions, because the regions hosted the world Cup, someone was a flood in the Amur region, someone had a fire in the Mall “Winter cherry”, as in the Kemerovo region Novosibirsk where there was a complex inter-elite situation,” — said the expert.
“Each of the situations put the candidates in different conditions, but in these three regions [Kemerovo, Amur and Novosibirsk region] everyone has done their job,” — said Matveychev.
According to him, the acting Governor in the Kemerovo [Sergei Tsivilev] and Amur [Vasily Orlov] areas have shown that they can control the situation and solve the problems, and in Novosibirsk, acting Governor Andrei Travnikov had to go through “serious psychological and diplomatic tested different inter-elite groups, and he proved its correctness, and negotiability”.

In the single voting day on 9 September gubernatorial elections will be held in 22 regions.
In 21 subject of the Russian Federation (Moscow, Khakassia, Yakutia, Altai, Krasnoyarsk, Primorsky, and Khabarovsk territories, the Vladimir, Voronezh, Ivanovo, Magadan, Moscow, Kemerovo, Nizhny Novgorod, Novosibirsk, Omsk, Oryol, Pskov, Samara and Tyumen regions, the Chukotka Autonomous district) this is the second campaign in 2012, when I came back direct elections of governors, in the Amur region — the third.
