According to political analyst Gleb Kuznetsov, campaign, acting Governor of the Khabarovsk territory, heads of the Amur, Moscow and Kemerovo regions was complicated by various factors.

This opinion was expressed on Monday by the head of the expert Council of the Expert Institute of social studies (AISI) Gleb Kuznetsov.

“To say that the gubernatorial elections are held in equal good conditions for all senior officers and the acting, too, is not necessary. For several subjects, such as Amur oblast, Khabarovsk Krai, Transbaikalia [there is an election to the legislative Assembly], an important factor is the emergency situation associated with flooding, all of July, these regions sank” — he said at a round table dedicated to the elections on 9 September.

Natural disasters have a positive impact on the rating authorities, said the analyst. “For regional leaders main job were not work in the elections and meeting with voters, and struggle with the consequences of emergency situations”, — he added.

Kuznetsov drew attention to Kemerovo region, where, after a fire in a shopping centre, “Winter cherry”, which killed 60 people, was replaced by the Governor. The acting head of the region Sergey Tsivileva, according to the expert, now have a hard time.

“Each of the situations put the candidates in different conditions, but in these three regions [Kemerovo, Amur and Novosibirsk region] everyone has done their job,” — said Matveychev.

According to him, the acting Governor in the Kemerovo [Sergei Tsivilev] and Amur [Vasily Orlov] areas have shown that they can control the situation and solve the problems, and in Novosibirsk, acting Governor Andrei Travnikov had to go through “serious psychological and diplomatic tested different inter-elite groups, and he proved its correctness, and negotiability”.

In the single voting day on 9 September gubernatorial elections will be held in 22 regions.
