The aviation authorities asked airlines until June 15 to provide information on the number of pilots who have resigned since the beginning of 2015 and before June 1, 2017 and passed on to work abroad. This is stated in the text of the telegram of the Federal air transport Agency, common among airlines (the text of the telegram is at TASS).

“Please, come in by June 15 submit to the office of flight operations of the Federal air transport Agency information about the resigned from 1 Jan 2015 until 1 June 2017 from airline pilots with indication of surname, name, patronymic, number of the certificate of the aviation specialist of civil aviation in respect of which there is reliable information about their employment in foreign airlines”, – the telegram says the Federal air transport Agency.
