The Chairman of the Central election Commission of Russia, Ella Pamfilova said she is ready to strangle with his own hands people putting pressure on the members of precinct election commissions to election fraud.
“I would do it myself, with my own hands would have strangled all those bastards that are hiding behind women’s skirts” she said in the TV channel “Rain”.
Pamfilova explained, often the punishment for stuffing and election fraud are “teacher” – the members of precinct electoral commissions, which go for breaking under pressure from local officials.
“Of course, it scapegoats, of course, we must protect the members of commissions are not government officials”, – said the CEC head.
According to Pamfilova, the staff of the election commissions should not be “no administrative dependency”, but how to do it, she doesn’t know yet.
The CEC Chairman reported that the greatest number of violations in the elections to the state Duma in September of last year was recorded in Dagestan, Voronezh region and St. Petersburg.
“In Dagestan, flagrant violations were in the Voronezh region. I really did not like the elections in St. Petersburg”, – she said. In addition, according to Pamfilova, equally in the number of violations are highlighted in the ten regions.
The CEC head said that in St. Petersburg especially problematic was 217 single-member districts in which candidates from the Party of growth, the former Deputy of the state Duma Oksana Dmitrieva. “There was a serious conflict when we found 217 violations in the County, our member of the CEC went there to before summing up, we could cancel the election results, and local territorial Commission, which is not subject to the CEC prevented the consideration of this case. They gathered and defiantly, in the presence of a member of the CEC voted and approved the election results, then by law we couldn’t cancel,” – said the CEC head.
As noted Pamfilova, in 62 regions of the 85 “practically there were no violations.” The violations, which it described as “fairly serious”, was in 10-12 regions. Overall, the results of elections to the state Duma was initiated 113 administrative cases, and over 20 criminal, said the CEC head.
Duma elections were held on 18 September 2016. Passing the barrier of the lists of “United Russia”, KPRF, LDPR and “Fair Russia”. The same parties could be held in the lower house single-seat districts. In addition, single-member districts elect one representative of “homeland” and “Civic platform”, as well as one independent candidate.
