From June 1 to drivers with foreign rights banned to work in Russia
Since June 1 came into force ban for drivers-immigrants who do not have Russian right.
Amendments were adopted in 2013, but their implementation was repeatedly postponed. So it was planned to do this year, but in the end the deputies of the state Duma just physically do not have time to pass the bill postponing the entry into force of the document for another year. Because of this, temporarily without work can remain about 10 thousand people.
07.05.13 law No. 92-FZ “On amending the Federal law “On road safety” and the Code of the Russian Federation on administrative offences” entered into force on 1 June this year. It requires all foreigners who work as drivers, have Russian national driving license. In the absence of such the offender faces a fine of 50 thousand rubles. In this case, the offender in this case is not considered by the driver and his employer, who is obliged to supervise the implementation of the ban.
The authors of the bill in its decision noted the high number of accidents committed by professional drivers from abroad, and often their poor driver training.
However, several years MPs, perfectly understanding the consequences of their own document bore the date of entry into force of the amendments for one year.
It was supposed to be at this time — the bill that transfers the entry of the document on June 1, 2018, in the spring was adopted in the first reading, but in the end to finally accept his MPs simply did not have time.
At the same time, annually giving a reprieve to foreigners in the Parliament hoped that they will attend to receive the Russian rights, apparently hoping that the problem will cease to be widespread.
However, estimates of the parliamentarians, currently in the country still employs about 10 thousand foreign drivers, who do not have Russian right, and most of them in the Moscow region and the Smolensk and Bryansk regions.
Another good reason why MPs kept postponing the entry into force of the ban — the unwillingness of the traffic police for an influx the number of drivers and the inability to quickly serve them.
“The main obstacle to passing the exams, and employees of the cause of rejection of applications for examinations is the lack of the necessary material-technical base in the examination divisions of the state traffic Inspectorate is required to pass the exam for driver of international rolling stock and the equipped platforms (tracks)”, — stated in the explanatory note to the bill on the postponement, which has not yet completely accept.
To be trained anew foreigners do not need — you only need to pass one theoretical and two practical exam.
In connection with the introduction of the ban, many predicted that on the morning of June 1 in several Russian cities there will come a transport collapse, hundreds of drivers of buses and minibuses will not be able to go to work. This has already happened, when in the fall of 2013 due to confusion with the date of enactment of the amendments, the drivers are foreigners chose not to go to work. However, at the moment, messages from the regions about the problems with the lack of public transport there. The collapse on Thursday morning happened only in Nizhny Novgorod, which did not come out in flight, about 200 minibuses, but the problem of migrants is not connected.
Russian driving schools created in the regions specialized centres of assistance to drivers-foreigners to replace national driving permits in Russia.
“In major regional centres for training of drivers of vehicles in Moscow, St.-Petersburg, Arkhangelsk, Rostov regions, Republic of Karelia they can get free advice on registration documents for exams in the traffic police, in terms of exams, free testing knowledge by examination tickets the traffic police”, — told “Газете.Ru” Guild of driving schools of Russia.
The Chairman of the Board of the Guild Sergey Lobarev expressed surprise to the heads of the fleets showed carelessness in carrying out the requirements of the law on the replacement of the rights of foreigners, which, undoubtedly, affects road safety in the country. “Four years delayed the decision to replace foreign driving licences in Russia that is now creating problems for the examination divisions of traffic police, and, accordingly, the problems of commercial passenger transportation”, — said Gubarev.
About necessity of replacement of the foreign rights on the Russian authorities have started talking in 2013 due to the large number of accidents with migrants. The authors of the idea and the public was finally convinced of the need for such a document after a major accident with KAMAZ, which in July 2013 in Moscow was provoked by the driver-the illegal immigrant from Armenia Hrachya Harutyunyan.
The accident with a crowded passenger bus then killed 18 people, injured dozens. It turned out that in addition to migrant and managed another faulty car, but eventually were brought to justice only.
It is noteworthy that just a month ago, the Armenian authorities reported that sentenced to 6 years and 9 months in prison Harutyunyan will soon go home and be there to serve the remaining punishment. Extradition could take place earlier if not for financial claims to Harutyunyan’s relatives dead and injured. Once all of the alleged claims were satisfied for these purposes the authorities have found about 18 million rubles. After the money was transferred to Russia in late April, the Armenian media reported that the extradition process should be completed soon.
