In the state Duma proposed to give the regions the right to decide on the installation of baby-boxes
Moscow. March 27. INTERFAX.RU — In the state Duma introduced a bill granting the regions the right to decide the issue of creation on its territory of baby-boxes, according to the website of the lower house of Parliament on Monday.
Regions taking into account their cultural and other traditions will make a decision about the necessity of creating spaces for the anonymous abandonment of a child, as well as the number, location, and installation of baby-boxes, according to the bill.
If the region believe that the use of baby-boxes there, a regional legislative Assembly may not enact a law that will not allow you to create a space for the anonymous abandonment of children, stated in the explanatory note to the bill.
Currently, according to the authors, in Russia there are dozens of baby boxes. However, the legislation of the Russian Federation there is no legal regulation of their use.
Determined that the requirements for baby-boxes and their operation will be established by the Minzdrav of Russia that will allow to provide uniform performance standards for baby boxes and will describe the General algorithm of actions of responsible persons upon detection of a newborn, in these baby boxes.
“We believe that the prevalence and “walking distance” places for the anonymous abandonment of a child will significantly reduce the number of murders the mother of his children, as well as the facts of the abandonment of children in danger. Many cases when children left at the hospital gates, in the hallways with the hope of their discovery, and salvation, however, children were found too late”, — stated in the explanatory Memorandum.
The authors also believe that the awareness of women about the existence of baby boxes can help reduce the number of abortions, risky to their health
The authors of the bill made including Senator Vadim Tulpanov, the Deputy of the state Duma, TV presenter Oksana Pushkin, the Deputy and the athlete Irina Rodnina.
