The proposal to introduce the confiscation of the vehicle for repeated dangerous driving sent today to the Chairman of profile Committee of the state Duma on state building and legislation Pavel Krasheninnikov. The author of the initiative made by the President of the Association of entrepreneurs for development of business of patriotism “Avanti” Rahman Anshukov. The idea, which is proposed to take the form of amendments to the second reading the appropriate government bill, in support of the LDPR faction.
“We ask you to consider the possibility of including as punishment for a repeated violation of the ban on dangerous driving in the form of confiscation of vehicle as the subject of an administrative offense”, – said in the appeal, a copy of which is available on the TASS.
The bill passed in the first reading, provides for recklessness on the roads, the penalty of 5 thousand rubles. Previously, parliamentarians were in favour of tougher sanctions for the second reading and to punish offenders for relapse of compulsory works, arrest or deprivation of a driver’s license.
“It appears that such punishment as deprivation of the right of control of the vehicle, may not be sufficiently effective, writes Anshukov. – A more serious punishment is able to provide the best impact in order to minimize violations.”
“Often heard the news about the next representative of “Golden youth”, which fundamentally is not going to obey the traffic rules, and the payment of a penalty for him is akin to purchasing a ticket on the “race to the bottom”, – said the author of the initiative.
He also reminded that the penalty of confiscation of cars is not innovation – so, in Belarus the vehicle, which again for years ruled the people in a state of intoxication, shall be confiscated regardless of ownership.
The Deputy of fraction of LDPR Andrey Svintsov, who got acquainted with the idea Anshukova, told TASS that the faction “fully share such initiatives.” “LDPR suggested as options of punishment (for dangerous driving – approx. TASS) link or the confiscation of the vehicle as the weapon of the crime, because often in such actions are suffering and even dying people,” the MP said, adding that the current set of sanctions is ineffective: “the penalty does not stop them, for example (the participants of street racing – approx. TASS) Mary Baghdasaryan shows that administrative detention is not working.”
Moreover, “unfortunately, modern society especially the information that allows such scandals to earn money,” said the lead. “It turns out the man, breaking the law, then comercializare interest to the person”, – he said, expressing willingness to discuss the proposal on confiscation for repeated dangerous driving in the state Duma.
