Natalia Poklonskaya has developed a draft law on granting Russian citizenship by “right of soil”. About this informed the Deputy Chairman of the Committee on nationalities of the state Duma Ruslan Balbec, reports RIA Novosti.
According to him, the project is already registered in the state Duma. The authors are Konstantin Zatulin and Natalia Poklonskaya.
“In the case of the adoption of this law, to obtain citizenship of the Russian Federation will be not only on the principle of blood kinship, but also on the basis of the soil. The main criterion will be the knowledge of the Russian language and is the basis for the relationship with the territories of the Soviet Union and the Russian Empire,” said Balbec.
He noted that the document received a positive conclusion of the Duma Committee on nationalities.
“The right soil” will get the native speakers of Russian immigrants (or their ascendants) from countries that were once part of the USSR or the Russian Empire.
Whether to grant the right for simplified citizenship to citizens of Poland and Finland with knowledge of Russian language is not specified.
“Right of soil”( Jus soli) is a legal term, the right of persons born on the territory of a state to its nationality.
