The head of the CEC of Russia Ella Pamfilova does not exclude the future use possibilities of the portal on the Russian elections, including the collection of signatures and voting without absentee ballots, but until the portal is not ready for this: the base is insufficient and is not updated as fast as we would like.
On Monday, the head of the CEC of Russia Ella Pamfilova conducting a series of meetings with leaders of several non-parliamentary parties participating in the election campaign for elections to the state Duma in 2016. At the end of the day, she met with the Chairman of the party “labour Union” Alexander by Shershukov.
The party leader recalled that during the campaign “labor Union” collected signatures of voters in support of nomination of its candidate list. As he noted at a briefing following the meeting, in conversation with the Chairman of the CEC, the party outlined a number of controversial, from their point of view, moments in the process of evaluating the quality of signatures. According to Shershukov, the current procedure allows to “kill” a significant portion of the signatures.
“Faced with this and we when it is obvious it was a pity to remove a number of candidates, we saw that the living, the real signature, but on formal grounds, when you do not specify the name of the district, we were forced to remove” — said Pamfilova told reporters. She noted that these concerns are partly addressed in the state Duma the package of amendments which is proposed to simplify the mechanism and reduce the need for the presidential campaign of signatures.
Shershukov said that the party proposes to use, including the collection of signatures, the capabilities of the portal, where all the signatures verifierade. “Perhaps this in advance will remove any claims to those signatures, which will be issued through public services”, he added.
The CEC head said that the idea of using public services portal were considered, discussed the possibility of rejection of absentee ballots. “Invited the heads of all those departments, where advanced technologies are used. Including considered the possibility of cooperation on a range of issues through the use of system services. Unfortunately, she’s not ready for it, there is not sufficient basis, does not so quickly it is updated as we would like,” said Pamfilova.
“But for the future this proposal has the right to life, I think, at the prospect of more modern technology, including in this direction, the CEC aims to generate, to initiate, and we will work step by step”, she added.
