The state Duma once again will introduce a bill to ban “defamatory” names

MOSCOW, March 7. /TASS/. The state Duma on Tuesday will again submit for consideration the first reading of the bill on the prohibition to register in bodies the registry office the names consisting of numerals, of numerals, abbreviations, and profanity.

The bill was introduced by Senator Valentina Petrenko. Initially, the state Duma plans to consider on 15 February, but was forced to postpone the discussion due to the lack of the author’s “good reasons”. Then this aroused the indignation of the leader of the liberal democratic party, who called this behavior Rapporteur “disrespectful”. She Petrenko said that she was not warned in time for consideration at the Duma.

As noted in the explanatory Memorandum to the bill, the legislation does not contain provisions requiring parents to give children only those names that are not explicitly violate children’s rights and interests. The law also does not specify how to proceed in cases where the fact of violation is obvious, and this freedom of parental discretion in individual cases leads to the abuse of parental rights, said the Senator Petrenko.

In particular, the author offers to amend the Federal law “On acts of civil status”. According to the plan Petrenko, disable check “name containing digital, lettering, numerals, symbols, or any combination, ranks, positions, profanity, representing a variety of abbreviations”.

The author gives statistics of civil registry offices of Moscow since 1998. According to these data, among the most unusual names that got the boys, were as follows: Nicholas-Nikita-Neal, Christards, Dolphin, Jaroslav-Lutobor, Luka-Happiness, Summerset ocean. “During this period, was recorded the following unusual names girls: April, Pauline-Pauline, Princess Danielle, dawn-Zagranica, Alesha-Kaprina, Ocean, Sofia-Sun”, — stated in the explanatory Memorandum.
