Lukashevich: the recognition of the documents of the DNI and LC do not violate the Minsk agreement

Russia’s permanent representative to the OSCE Alexander Lukashevich said that Russia’s recognition of the documents of the DNI and the LC is designed to implement fully the rights and freedoms of the inhabitants of these regions and does not violate the Minsk agreement. Lukashevich said that no citizen can fully exercise their rights without recognition of their essential documents – passport, educational documents, birth certificates, marriage and other, reports TASS.

“This humane step does not violate the Minsk agreement and not even complicates their implementation. On the contrary, gives the residents of Donbass for more confidence in the future”, – said the Russian representative.

Lukashevich stressed that the fact of such recognition on the part of Russia gives Kiev an opportunity to think about the need as soon as possible to consider the provision of areas of Donbass special status.

The diplomat said that Russia, therefore, comes from considerations of humanity unlike the Kiev authorities, which have become favored method of turning off the water and electricity.

This Lukashevich noticed that in international practice there are no restrictions on the recognition of documents, issued not have received the recognition of the authorities, such precedents exist.

February 20 was promulgated the decree of President Vladimir Putin on the recognition in Russia of documents of the republics of Donbass. The recognition of the passports of the DNI and the LC is implied in the Minsk agreements. However, Kiev was quick to say otherwise, accusing Moscow of “another act of aggression” against the background of failure to take care of the population of Donbass.
