Private companies will lose the right to issue in Russia qualified electronic signatures. This function will give the state agencies. The bill prepared in the Ministry of communications, where he explained that in this way we strive to improve the level of trust in electronic signatures. The Ministry of communications has prepared amendments to the law “On electronic digital signature” and “On protection of rights of individual entrepreneurs and legal entities”. To issue a qualified electronic signature will only state agencies, accredited in this Department.
— The purpose of the changes is to increase the credibility of the qualified electronic signature, as well as set uniform standards for the provision of such services, — said the press service of the Ministry.
Now there are 442 certification authority accredited by the Ministry of communications. Among them, non — governmental organizations. A Russian citizen can obtain a qualified electronic signature in any certification center, writing a statement and showing your passport. The certificate of the electronic key is recorded on the removable media, and a person is able to sign any electronic documents.
After the adoption of the law, the owners won’t be able to create and issue qualified certificates, confirmed in a press-service.
In July last year came into force a law to tighten security requirements of the certifying centres, financial provision and insurance of their work. To meet the requirements and modernization of equipment at each centre had spent at least several million rubles.

According to Irina Leva, certifying centers annually pay 6 billion rubles in taxes. The Ministry of communications expects that the entry into force of the bill will bring 2 billion in the budget year. Thus, there is a deficit of 4 billion. in addition, jobs will lose 15 million people, she says.
