In the state Duma proposed to replace the parent capital on a more flexible system of support for families. With the appropriate initiative was made a member of the Duma Committee on labor, social policy and veterans Affairs Sergei Vostretsov and chair of the National parent Committee Irina Volynets, reports RT.
In their opinion, the program netcapital was not justified. Instead, Vostretsov and Wolyniec want to set a new amount of monthly benefits for relatives and adopted children. It is assumed that before reaching the age of 18, parents will receive three thousand roubles for one child, eight for two thousand and 15 thousand for the three children. Expected benefits will be able to get all parents, regardless of the financial status of the family.
“From such measures as the parent capital, should go, as it is psevdopodagra and people are trying to cash received. But the state is interested in population growth. Need a specific financial support — an allowance that can contain children”, — said the Deputy Vostretsov.
In addition, the authors propose to allocate to the families who brought up five or more children, land with utilities connected in the construction of houses. And families where born or adopted seven or more children, and even the Gazelle.
The proposal to make monthly payments to parents will be discussed at a round table in the state Duma on March 23. The meeting will be attended by representatives of the Ministry of Finance and the Ministry of labour, members of the relevant committees of the Federal Assembly, representatives of the public and parent community.
Since 2007, in Russia there is a program of the parent capital. Currently the allowance amounts to 453 thousand rubles. Payments are given to families who gave birth or adopted two or more children. Funds can be spent on improving the housing conditions of the family pension to the mother, the child’s education, equipment housing means for children with disabilities, as well as the repayment of the mortgage. The labour Ministry has proposed to extend the program until 2023.
