State Duma deputies, among them Konstantin Zatulin and Natalia Poklonskaya, has developed a bill that proposes to introduce a new principle of citizenship based on the “law of the soil”.
The bill has already received a positive conclusion of the state Duma Committee for nationalities, said “RIA Novosti”, the Chairman of the Committee Ruslan Balbec.
“The main criterion will be the knowledge of the Russian language and is the basis for the relationship with the territories of the Soviet Union and the Russian Empire,” said Balbec.
As follows from the explanatory notes to the bill, deputies suggest to give the right to be interviewed on the recognition of native Russian language immigrants from countries that were once part of the USSR or the Russian Empire, as well as those who have relatives in these countries in the direct ascending line.
Now go through the Commission for the recognition of native Russian language can these persons who reside or previously resided on the territory of Russia or on territory that belonged to the Russian Empire or the Soviet Union within the State border of the Russian Federation.
The explanatory Memorandum States that such measures due to the fact that “to document permanent residency is much harder than giving birth”
