In the state Duma proposed to oblige the owners of dogs that pose an increased risk to register their animals. On Friday, March 3, TASS said Deputy Chairman of the Duma Committee on ecology and environmental protection Vladimir Panov.
According to him, owners of Pets should understand their responsibility, especially for the safety of others.
The owners of other animals will be able to register them voluntarily. In particular, it can help, for example, in the case of loss of the dog, if it finds a stray and take.
However, according to the MP, enter the universal registration impractical, especially in rural areas.
In 2011 the state Duma in the first reading adopted the draft law on responsible treatment of animals. The document obliges owners to provide the animals appropriate conditions of detention and were forbidden to harm them, including in training. Also proposed to ban to set them on other animals and people. It is planned that the final draft law will be adopted in the spring of 2017. In March, to be held the second reading to which the document contributed more than 190 amendments. In particular, the deputies proposed to introduce mandatory registration of Pets. Its initiatives have yet to offer representatives of the regions and the government.
