The Ministry denied the information about the plans of the rejection of the term “disabled person” in the legislation
The Ministry of labor in accordance with the recommendations of the UN Committee on the rights of persons with disabilities will conduct a study of the issue of clarifying the definition of “disabled” without any intention to abandon the use of the term “disability” in the legislation, said the press service of the Ministry of labor.

“The information in the newspaper “Izvestia” about the intention of the Ministry to refuse the application in law of the term “disabled” is not true. The editors have distorted the essence of the comments provided by the press service of the Ministry”, — said the press service of the Ministry.
The Ministry noted that “in accordance with the recommendations of the UN Committee on the rights of persons with disabilities will be held to study the issue of clarifying the definition of “disabled” without any intention to abandon the use of the term “disability” in the legislation”.
“With the aim of bringing the concept of the term “disabled person” in accordance with the human rights model of disability is a concept contained in article 1 of the basic law on social protection of disabled people, will be supplemented by new provisions of article 3 of the Convention”, — said in the Ministry of labor.
According to the Ministry, “these provisions would commit the state to a greater extent to direct its efforts and actions of civil society institutions to promote disabled people in overcoming barriers preventing them”.
The Ministry clarified that “the study of these and other provisions of the legislation will be implemented in 2019-2020 in close cooperation with public organizations of disabled persons, authorized on human rights and on the rights of the child in the Russian Federation, expert and scientific community”.
