The document’s authors — MPs from the liberal democratic party, Vice-speaker of the state Duma Igor Lebedev, Chairman of the Committee on labor and social policy, Yaroslav Nilov, and Andrew Svintsov and Boris Paikin not propose to deprive violators of the rights for departure on an oncoming lane, and confine the penalty to 5 thousand rubles, said the representative of the RNS nil.

Currently 4-5 h of article 12.15 of the administrative code of the travel into the oncoming lane or tram ways of a counter direction is punishable by a fine of 5 thousand rubles or deprivation of the driving rights for a period of four to six months, and for repeated violation — deprivation of rights for a year. The same punishment is provided for movement in the counter direction on road with one-way traffic (part 3 of article 12.16 of the administrative code).

As follows from the explanatory notes to the bill, of the administrative code is proposed to delete the provision on the disqualification for this offence, leaving the punishment just fine. But for repeated violation of the rules motorists are offered the punishment by deprivation of rights for a period of two months to a year.
