MOSCOW, 8 Feb — RIA Novosti. The deputies of the liberal democratic party led by Vice-speaker of the state Duma Igor Lebedev introduced a bill according to which cyclists cannot be deprived of the driving license for hitting a pedestrian, reported the press service of the Duma Committee on labour and social policy.

The authors of the bill were also made by the head of the Committee on labour and social policy Yaroslav Nilov, the first Deputy head of Committee on economic policy Boris by Pakinam, Deputy head of the Committee on information policy Andrey Svintsov, the first Deputy head of the Committee on rules, Alexander Kurdyumov and Deputy head of Committee on property Vladimir Sysoev.

Earlier media reported that cyclist from St. Petersburg Svetlana Kniazeva want to deprive of the driving license for hitting a pedestrian.

The bill clarifies the wording of the relevant article of the code of administrative offenses so that the penalties applied to the drivers of vehicles, which means vehicles with an engine capacity of more than 50 cubic centimeters or the maximum capacity of more than 4 kilowatts, and also tractors, self-propelled road-building and self-propelled machines and vehicles for which available special right.

Thus an accident involving a cyclist, the driver or the wheelchair with electric actuator to involve in administrative responsibility and to deny driver’s licenses to be impossible, the authors explain.
